Chapter 7 - THE CALL TO COMMAND

Rachel reached into her handbag.
Arthur’s eyes narrowed nervously. "What are you doing?"
Rachel didn't pull out another bank statement. She pulled out her official Navy-issued smartphone.
She tapped the screen, selected a contact from her favorites list, and pressed the speakerphone button.
The phone rang twice.
Arthur watched her, his expression shifting from arrogance to suspicion. "Who are you calling at eight o'clock on Christmas Eve?"
On the third ring, the line connected. A sharp, clear, authoritative voice filled the quiet dining room.
"Peterson?"
"Good evening, Commander," Rachel said, her voice crisp and military-precise. "I apologize for calling you on the holiday, ma'am."
"Don't worry about it, Chief," replied Commander Sarah Vance, the Executive Officer of Rachel’s command in Norfolk. "I'm just finishing up dinner with my family. Is everything alright at the pier?"
"The pier is secure, Commander," Rachel said calmly, holding the phone steady between herself and her father. "I am calling on a personal legal matter regarding military legal assistance and financial fraud reporting."
On the other end of the line, Commander Vance’s tone immediately shifted from casual holiday warmth to sharp operational focus. "Go ahead, Chief. I'm listening."
Arthur’s face went dead white.
"Commander," Rachel said, "as you know, I have been managing an elder-care financial arrangement for my late mother over the past five years. Two weeks ago, upon closing the account, I discovered a fraudulent wire transfer of ninety-six thousand dollars, executed using funds derived primarily from my active-duty military pay allotments."
"Ninety-six thousand?" Vance repeated, her voice dropping into an ominous register. "Who executed the wire?"
"My father, Arthur Peterson, who was a joint co-signer on the account," Rachel said smoothly, looking directly into Arthur’s panicked eyes. "Furthermore, Commander, my father has just explicitly threatened to file a false report with you and the Commanding Officer, alleging harassment and financial misconduct on my part, in an attempt to blackmail me into dropping the recovery of these military funds."
"He threatened your security clearance?" Commander Vance asked, her tone turning ice-cold.
"Yes, ma'am. Just now, in his home."
Arthur took a fast step toward Rachel, his hands waving frantically. "Rachel, hang up that phone! Hang it up right now!"
Rachel ignored him completely, stepping back out of his reach.
"Commander," Rachel continued, "I am calling to formally notify the command of this situation before any false civilian reports are filed, and to request an immediate appointment with the Navy Legal Service Command (NLSC) Region Mid-Atlantic on Monday morning to initiate formal civil recovery and consult with the Judge Advocate General’s corps."
There was a brief pause on the line. Then Commander Vance spoke, her voice ringing out through the speaker with absolute, unyielding military authority.
"Chief Peterson, you did the right thing by calling me immediately. For the record, any attempt by a civilian party to use false administrative reports to coerce or blackmail an active-duty Chief Petty Officer is a matter this command takes with extreme severity."
Arthur looked as if he had been struck by lightning.
"I am making a note in the command log right now," Vance continued. "I will personally brief the Commanding Officer in the morning. On Monday at 0800, report directly to my office. I will have the Command JAG standing by to assist you in filing a formal report with the state attorney general's elder financial abuse division if necessary. Do you require temporary command housing tonight, Chief?"
"No, Commander," Rachel said smoothly. "I am returning to my private residence in Chesapeake shortly."
"Understood. Stay safe, Chief. We have your back. Vance out."
The call disconnected with a soft chime.
Rachel locked her phone screen and placed it back into her handbag.
Arthur stood in the middle of the dining room, his chest heaving, his face drained of all color. The smug, manipulative patriarch had vanished. In his place was a terrified sixty-eight-year-old man who had just realized that his daughter was no longer a little girl he could bully—she was a high-ranking military professional backed by the full power of the United States Navy.

"You... you called your commander on me?" Arthur whispered, his voice trembling.
"No, Dad," Rachel said quietly, picking up her coat from the back of a chair. "I protected myself from you. Exactly like I should have done five years ago."
