Chapter 23 - The Shockwave in the Pentagon

The secure tactical report of the Fort Lewis incident didn't just ripple through regional commands; it hit the mahogany desks of the Pentagon like a tactical depth charge. By 0900 hours Washington time, my secure military terminal was flooded with high-priority encrypted communications from the Office of the Secretary of Defense, the Judge Advocate General’s Corps, and the congressional Armed Services Committee liaison office.

Master Sergeant Vance walked into my office carrying a thick stack of printed hard-copy cables, his expression a mix of vindication and cautious anticipation. He tossed the stack onto the polished corner of my desk.

"Word of the Washington State intervention has blown the lid off standard bureaucratic protocol, Chief," Vance said, crossing his arms over his chest. "The Inspector General’s office is currently reviewing twenty-four additional preliminary threat reports that were previously buried under local civilian police backlogs. JAG wants to know if the Alpha-Nine protocol can be scaled across every overseas base within the next quarter."

I picked up the top cable, scanning the formal Department of Defense letterhead with its crisp, uncompromising legal language. The success of the initial live deployment had effectively eliminated any remaining institutional resistance to our task force's mandate. The old guard—those who preferred to look away from domestic abuse under the tired guise of 'keeping family matters private'—had been permanently silenced by the cold, undeniable empirical evidence of a working rescue pipeline.

"Tell the JAG liaison that the protocol isn't just scalable; it's already operational across all Pacific command sectors," I answered, setting the document down beside my grandfather’s open mahogany pocket watch. "If any commander thinks they can sweep domestic violence or coercive control under the rug because it happens behind closed residential doors, they're dealing with us now."

My secure phone buzzed sharply on the desk. It wasn't an operational alert this time; it was a direct, secure line request from the Deputy Judge Advocate General for Litigation in Washington, D.C.

I tapped the accept icon and keyed my headset microphone. "Chief Warrant Officer Brooks, Director of the Domestic Threat Mitigation Task Force. Go ahead, General."

"Staff Sergeant—pardon me, *Chief* Brooks," the General’s gravelly voice came through the encrypted speaker, carrying a distinct note of profound respect that had been entirely absent during our initial briefing in the freezing DIA annex months ago. "I've just finished reviewing the real-time operational logs from the Fort Lewis extraction. Clean, fast, and legally airtight. You didn't just rescue a dependent; you effectively dismantled a systemic blind spot that has plagued the armed forces for decades."

"Thank you, sir," I replied, keeping my tone strictly professional, though a quiet sense of triumph warmed my chest. "We simply executed the directive as designed. Protection of personnel and their dependents does not stop at the base perimeter gate."

"Indeed it does not," the General continued, his tone turning serious. "Which brings me to the reason for this call. The Armed Services Committee is convening an extraordinary session next week in Washington to draft permanent statutory legislation expanding your task force into a permanent, independent federal oversight bureau with cross-branch jurisdiction. They want you in the chambers to testify as the primary architect and expert witness."

I paused for a fraction of a second, looking past my office window toward the endless, brilliant blue expanse of the Pacific Ocean where the horizon stretched out infinitely against the morning sky. The journey from a bruised, terrified girl locked in a toxic Maryland household to a federal military architect shaping national defense policy was nothing short of miraculous.

"I accept, General," I said smoothly, my voice ringing with absolute clarity. "Tell the committee to have their questions ready. We have a brand-new standard of accountability to establish across the entire military establishment."
